With a decade of low interest rates, low growth and low inflation leaving central banks in advanced economies unable to perform their traditional role of supporting the economy during a downturn, fiscal policy must step up and play the leading role this time around. This changes radically how we should think about the role of government in a crisis and demands a new approach to macroeconomic policy in good times as well as bad.
