Zachary joined the Resolution Foundation in June 2024 to work on Net zero and environmental policy. He previously spent two years at environmental consultancy eftec, where his work focused on the environmental impacts of chemicals and natural capital accounting, and three years at the civil service, where he held various roles working on the decarbonisation of buildings, climate strategy and public sector pay.

He holds a BA in Philosophy, Politics and Economics from the University of Oxford and an MSc in Economics from the School of Oriental and African Studies.
